Concluding a working session with provincial Party Standing Committee yesterday afternoon (September 26), Prime Minister Pham Minh Chinh highly appreciated achievements done by the province in socio-economic development, national defense and security in the first 9 months of 2024. With the favorable location and local potential, the Prime Minister believes that Binh Duong will become a center connecting many regions, especially the Southwestern, Central Highlands regions and connecting airports, ports and border gates in the future.
Stable socio-economic growth
Yesterday afternoon (September 26), Prime Minister Pham Minh Chinh and members of the working delegation had a working session with provincial Party Standing Committee. Concluding the working session, Prime Minister Pham Minh Chinh believes that the Party Committee, government, army and people of Binh Duong province will continue making breakthroughs in the coming time
Reporting to the working group, Nguyen Hoang Thao, Permanent Vice Secretary of provincial Party Committee, summarized the socio-economic, national defense and security situation; Party building work, building the province's political system in the first 9 months of 2024. Noticeably, the province's export turnover was US$ 25.6 billion, an increase of 13.7% while import value was US$ 18.2 billion, an increase of 13.4% over the same period in 2023. The province's total State budget revenue reached VND 50.12 trillion, reaching 77% of the estimate assigned by the Prime Minister.
In addition, Binh Duong is urgently building and implementing a plan to implement provincial Planning for the period of 2021-2030, with a vision to 2050 and a project to build Binh Duong into a centrally run city by 2030; approving the general urban planning and district-level regional construction planning for some remaining localities, with the planning motto of creating development resources...
At the working session, on behalf of provincial leaders, Mr. Thao proposed the Prime Minister, relevant ministries and sectors to help remove some obstacles of the province related to mechanisms, supporting resources to invest in key works and projects, namely Ho Chi Minh city belt road 3, Ho Chi Minh city belt road 4, Ho Chi Minh city - Thu Dau Mot - Chon Thanh expressway... He also said that through evaluating the effectiveness and feasibility of bus rapid transit (BRT) projects across the country, the province proposed the Prime Minister, relevant ministries and sectors to unify the policy. The plan for Binh Duong to stop implementing the BRT project, negotiate to transfer capital in order to implement the LRT project (transporting passengers by urban railway using rolling stock derived from electric vehicle technology while having a number of characteristics of high-speed transport).
Regarding the field of education and training, Binh Duong proposes the Prime Minister, ministries and sectors to consider specific mechanisms and policies to exempt or reduce 50% of tuition fees. The State budget will compensate for students in majors in the field of science and technology, especially semiconductor chips and electronic circuits to attract many students to participate in studying, researching and developing human resources for this field.
Developing into a center connecting many regions
Concluding the working session, Prime Minister Pham Minh Chinh said that Binh Duong is building and developing regional links, closely linking with localities, promoting self-reliance, potentials, no expectations and no reliance.
Production and business activities in the province in the first 9 months of 2024 continue growing steadily
The Prime Minister requested the province to promote credit growth, focusing on priority fields, especially disbursement of public investment capital for key projects. It is necessary to research and build a free trade zone to learn from experience of other countries, in the spirit of both construction and completion while focusing on growth drivers such as science - technology, innovation, developing green economy, circular economy, knowledge economy, developing science - technology ecosystems; further developing traffic infrastructure with connection to turn Binh Duong into a center connecting many regions. In the field of agriculture, the Prime Minister noted that the province should further focus on developing high-tech agriculture and ecological agriculture...
Prime Minister Pham Minh Chinh also noted that the province should continue paying attention to developing high-quality human resources with a solid foundation, meeting conditions for developing green strategies, digital strategies, cloud computing, internet of things (IoT); further promote social housing development; ensure livelihoods for working people; develop healthcare and culture, contributing to making Binh Duong become a centrally run city by 2030. Prime Minister Pham Minh Chinh agreed and supported the province's policy in mobilizing high-quality human resource training, including a mechanism to support tuition exemption and reduction for high-tech fields such as semiconductor chips. The Prime Minister believes that promoting the spirit of "The East is arduous, but heroic", the Party Committee, government, army and people of Binh Duong province will further develop in the coming time...
On behalf of provincial leaders, Nguyen Van Loi, Secretary of provincial Party Committee stated that the province will take into account the Prime Minister's directives. He also instructed provincial departments and sectors to review opinions regarding the province's shortcomings as highlighted by ministries, sectors and prioritize which issues to address first and which to tackle later while proposing solutions for improvement. He expressed his hope that the Prime Minister and relevant ministries will continue considering Binh Duong's requests to help the province overcome challenges in development, especially in securing capital for key projects to create resources for growth. He also affirmed that Binh Duong will firmly implement the Prime Minister's directives to achieve rapid and sustainable development goals.
