Pay attention to site clearance
The Ho Chi Minh City - Chon Thanh expressway project has an intersection with Ring Road 3 of Ho Chi Minh City, the end point at the border of Binh Duong and Binh Phuoc provinces. The project has a total length of more than 52km, passing through Thuan An city, Tan Uyen, Bac Tan Uyen district, Phu Giao, Bau Bang, passing through 337 households, especially in Phuoc Hoa commune has 177 households will be affected.
The project has a total investment of more than VND 369.98 billion. The financial plan of the project includes State budget capital of 8,530 billion VND; capital contributed by investors 8,878 billion VND, of which 70% is bank loan capital, 30% is investor's equity capital. The project has a design speed of 100 km/h, is a level-one traffic project. The project has two component projects. Namely, component project no.1: site clearance for the section through Binh Duong province; component project 2: construction of the section through Binh Duong province. Phase 1 invests in four lanes and emergency stopping lanes that run continuously, phase 2 (planning phase) will expand 2 more lanes. Estimated project implementation time is from 2023 to 2027.
At a recent people's meeting announcing the project's investment policy, the people of Phuoc Hoa commune whose land area belongs to the project basically agreed with it. They also expressed a desire during the implementation process to ensure appropriate and satisfactory compensation prices as well as build civil roads so as not to affect travel, economy and daily activities. According to Pham Ngoc Loi, a resident of Dong Chinh hamlet in Phuoc Hoa commune, Dong Chinh hamlet is a low-lying area, during the design and construction of the highway, the investor needs to take into account the drainage system as well as civilian roads passing through this area so as not to affect business and production activities as well as to facilitate people's travel.
Nguyen Van Toan Nho, Deputy Director of the Provincial Center for Land Fund Development said that the Provincial Center for Land Fund Development is open and transparent in related issues. During the process of compensation and land recovery, they will coordinate closely with local authorities. In the coming time, the Provincial Center for Land Fund Development will continue to collect relevant information to take the next steps, meanwhwile the province will establish a Compensation Council. Currently, the province is assigning Provincial Department of Natural Resources and Environment to advise on establishing land prices. Nho expressed his wish for people to coordinate closely with local government in declaring information.
Ring Road 3 project passing through Binh Duong province is divided into two component projects: site clearance and construction. Provincial People's Committee has approved the dossier to install piles to clear the site for the 12.5km long Thu Bien - Dat Cuoc section and some sections from Dat Cuoc - Saigon River (about 4.6km). The Department of Transport is evaluating boundary documents for the remaining sections.
According to the plan, Binh Duong will start construction of Ho Chi Minh City Ring Road 4 project in the third quarter of 2024 (expected July). Nguyen Van Thuan, Vice Chairman of People's Committee of Bac Tan Uyen district, said that the district has prepared a clean land fund for the project's commencement. With a high sense of responsibility, the district actively coordinates with Provincial Center for Land Fund Development in land price appraisal and calculating compensation and site clearance plans.
Improve investment efficiency
The Bac Tan Uyen - Phu Giao - Bau Bang route connecting to Binh Phuoc province is executed to meet the travel and goods transportation needs of people, contributing to the socio-economic development of Binh Duong and Binh Phuoc provinces. The road is being constructed by Binh Duong with 8 lanes and a road width of 40.5m. It is expected to be completed and put into operation in 2024.
Many sections of the Bac Tan Uyen - Phu Giao - Bau Bang route have been basically completed
In 2024, this project has a budget of 39 billion VND, so far the disbursement volume has reached 64%, the site clearance and handover work has reached 99.8%. According to the Management Board of the Provincial Traffic Construction Investment Project, the project is currently facing some difficulties during implementation. Namely, up to now, 9 households in the project have not yet handed over lands; the medium and low voltage power grid and the transformer station still have 1 location that has not been relocated.
Tran Hung Viet, Director of the Management Board, said that for households that have not yet handed over their lands, the Project Management Board coordinated with local government to negotiate many times according to regulations. The Board requested the locality to complete these dossiers, carry out procedures for enforcing land recovery, and hand over the construction site according to the proposed plan.
For the construction of a bridge across the Dong Nai river (Bach Dang 2 bridge), the capital plan for 2024 is 65.2 billion VND. The construction of Bach Dang 2 bridge is part of the goal of completing the inter-regional road network and between Dong Nai province and Binh Duong province. The project will create favorable conditions in people's lives, promote trade, and be a driving force for development for the entire region. The project has reached a disbursement volume of 25.32% and a construction volume of 80%. According to the project management board, the contractor is focusing on construction, expected to complete the project in the third quarter of 2024. According to the project management board, there is currently 1 household that has not yet handed over the site, affecting the construction. The Project Management Board suggested that People's Committee of Tan Uyen City continue to support and recover the remaining sites.
To soon complete key traffic projects, in the coming time, Binh Duong will regularly inspect and survey projects, direct relevant units to promptly remove difficulties, and speed up implementation progress.
Recently, at a meeting to grasp the situation and progress of key transportation projects, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, asked localities to focus maximally on site clearance compensation. The Provincial Traffic Construction Investment Project Management Board coordinates with People's Committee of Thuan An City to determine the execution volume, resettlement needs, and handle "bottlenecks" to have construction sites for construction packages of Ring Road 3 Ho Chi Minh City, especially the construction package of the section from Binh Chuan to Saigon River. For the Ho Chi Minh City Ring Road 4 project, departments and branches need to research and discuss with contractors about intersections to effectively exploit the route to serve the socio-economic development of the province. Departments, branches and localities continue to coordinate the selection of price consultants, closely follow the progress of each component project. |
