Criticism and self-criticism – key to Party building

The Political Bureau of the Party Central Committee has hosted a national conference on criticism and self-criticism among leaders and managers, considering the work a sharp weapon and a key principle in Party building.

Delegates focused first on political ideology, ethics, lifestyle and regulations on “don’t do” things for Party members; second, on limitations and weaknesses among cadres; third, on limitations and weaknesses in implementing the principle “Collective leadership, individual in charge”.

"Criticism and self-criticism are key to implementing the Party’s resolution on Party building. Accordingly, leaders should set examples for their staff in implementing the resolution, especially in promoting criticism and self criticism. Though it’s a difficult task, I believe that we can do because this is for our common benefit", said Le Thanh Hai, a Politburo member and Secretary of Ho Chi Minh City’s Party Committee.

All localities and agencies have realized the resolution by increasing criticism and self-criticism activities in their Party organizations.

"We have devised specific plans and organized conferences to implement the resolution. We have asked Party members to strengthen monitoring and supervising activities, and increase criticism and self-criticism. We also collate ourselves to 19 “don’t do” things among Party members", said Le Xuan Truong, Secretary of the Party Committee of Tu Liem district in Hanoi.

According to the Party, ranking officials and managers play an important role in setting the example in criticism and self-criticism. Personnel work is considered the tough task for a leader, and its performance reflects a leader’s role and capacity, especially for high-ranking Party officials.

The Party’s recent resolution on criticism and self-criticism clearly defines the personnel related authority and responsibility of leaders of Party committees and organizations.

"Defining authority and responsibility is the remedy for dogmatism and arbitrariness.  To this end, it’s necessary to work out specific mechanisms and principles to implement the resolution. For example, we have to clearly define the authority and responsibility of Party Secretaries at provincial and district levels. Those who don’t fulfill their responsibilities, misuse their authority or fail to solve a problem with their authority will face appropriate punishment", said Ha Dang, former member of the Party’s Central Committee and Former Chairman of the Party’s Central Committee’s Commission for Ideology and Culture.

Party leader Nguyen Phu Trong, in his address at the first conference on implementing the resolution on Party building said criticism and self-criticism should be practiced more frequently from the central to grassroots levels, and ranking officials must be the pioneers in this campaign.
