Over the last 27 years, Binh Duong has shown impressive growth and success due to its steadfast dedication to creativity and innovation. With ongoing advancement across all sectors, the province has established itself as a front-runner in national industrial development. In the construction and development process, Binh Duong faces the challenge of developing to meet current trends, requiring additional efforts from the Party, government, and the people.
Vietnam - Singapore Industrial Park in Binh Duong has become an exemplary development model throughout the country and has spread to many other localities.
“Bottleneck” in connecting transportation infrastructure
With the belief that "traffic takes the lead in paving the way" to establish the foundation and drive development, Binh Duong has actively invested in constructing and enhancing the transportation infrastructure system. This has led to a significant edge in attracting investment and fostering economic development. Since 2021, many key transportation projects of regional connectivity have been completed and put into use by Binh Duong province, effectively serving the province's socio-economic development according to its orientation to industrialization, modernization, urbanization. Some typical projects include My Phuoc - Tan Van road, DT743 road from Ong Cu temple to Song Than overpass, Thu Bien - Dat Cuoc road (phase 1), roads and bridges connecting Binh Duong province with Tay Ninh province etc. have proved its effectiveness.
However, in step with socio-economic growth, Binh Duong's transportation infrastructure system is also encountering difficulties and challenges due to not keeping up with the pace of socio-economic development. Therefore, currently, the province's main traffic routes are overloaded during rush hours, such as National Highway 13, My Phuoc - Tan Van Road... Furthermore, the demand and volume of goods being transported from Binh Duong, as well as from neighboring provinces and cities passing through the province, is on the rise. Although the intra-provincial infrastructure system in Binh Duong has been developed to be complete and modern, it is not synchronized with the development of infrastructure in the Southern Key Economic Region. Regional links have not yet been opened, leading to a lack of smooth connection with the region's infrastructure to connect with the international airport and seaport system. Besides, the development of water transportation in Binh Duong is currently not favorable because the route is short, the Saigon River is limited by the clearance of Binh Trieu 1 bridge, the Dong Nai river is affected by the clearance of Dong Nai 1 bridge and reefs…
Invest in modern and synchronous industrial park infrastructure
In recent years, Binh Duong province has been actively attracting investment resources to build and develop modern and synchronized infrastructure for industrial parks. There is a strong focus on implementing thorough treatment of wastewater, exhaust gases, and solid waste, and ensuring strict compliance with environmental laws by infrastructure investors and businesses operating within industrial parks. The Vietnam-Singapore Industrial Park has set a development model in Vietnam and has spread to many localities nationwide through leading provincial enterprises. The infrastructure of Binh Duong's industrial parks is being improved with high quality. The industrial parks are constructed in a green and environmentally friendly manner and are integrated with urban areas for professionals and social housing areas for low-income individuals. These industrial-urban ecosystems have created equality in access to social infrastructure, health care systems and education for all societal classes.
Currently, 28 industrial parks in the province have filled their investment projects (occupancy rate is 93.7%). Over just 7 months of 2024, industrial parks in Binh Duong attracted US$895 million in FDI investment. The whole province has 4,342 FDI projects, with a total capital of US$40.9 billion. Binh Duong is one of three centrally-controlled provinces and cities attracting the largest FDI capital in the country.
However, currently many industries still use many unskilled workers, so the province's labor productivity growth is slow. Overall for the period 2011-2020, labor productivity growth in the province's industry and construction sector reached an average of 1.08%/year. Besides, the industrial parks operating in the province are still multi-industry industrial parks, and specialized industrial parks have not been formed. Industrial parks and urban service areas are still separate, and there is no close connection between them in industrial development. The reason is that in the past, there was a lack of legal basis for implementing this type of construction. Recently, the new industrial park - urban - service model has been specifically regulated in Decree No. 35/2022/ND-CP dated May 28, 2022 of the Government on the management of industrial parks and economic zones.
To adapt to the 4.0 technology era and sustainable industrial development, Binh Duong has been developing green and smart industrial parks. Namely, Binh Duong has implemented the project "Innovation Zone", including building a scientific-technological industrial park in Bau Bang district, planning to build specialized industrial parks for industries such as mechanical engineering, wood, information technology, ecology... and orient toward green, smart production.
To achieve the above goal, the Provincial Department of Construction is currently coordinating with the Management Board of Provincial Industrial Parks and related branches to establish tasks and a 1/5,000 specialized planning for mechanics, expected to be built in Tan Uyen city and Bac Tan Uyen district; implement investment projects to build and operate the infrastructure of the expanded Bau Bang Industrial Park. This project has been granted an investment registration certificate in Lai Uyen town, Cay Truong 2 commune of Bau Bang district, and Long Tan commune of Dau Tieng district with an area of 1,000 hectares. Particularly, Cay Truong Industrial Park (Lai Uyen town and Cay Truong 2 commune, Bau Bang district) has been approved for planning at a scale of 1/5,000, 1/2,000...
The Department of Construction also said that it is urgently completing legal procedures to accelerate investment progress in Vietnam - Singapore Industrial Park 3 phase 2, expanded Rach Bap Industrial Park, Tan Binh Industrial Park, and expanded Dat Cuoc Industrial Park. At the same time, the department is researching and advising on investment in specialized mechanical industrial parks to attract the automotive mechanical industry, creating a premise for high-tech industry, automation...
