Developing a port-logistics-services city

Provincial People's Committee has approved the development of an urban area along the belt road 4 in Ho Chi Minh city, specifically in Zone 1 of Ben Cat city, covering a total area of approximately 2,700 hectares, with 10 urban zones and 4 ports. This area will serve as a port-logistics-services urban zone, located within the wards of An Tay, An Dien and Phu An. The port-logistics-services urban area is considered as a critical transportation hub for Binh Duong province and a gateway connecting to Ho Chi Minh city via the belt road 4. The project includes infrastructure development to build 4 ports along the Saigon River, with total investment of over VND 3.4 trillion.

The belt road 4 project in Ho Chi Minh city has a total length of 207 kilometers, passing through five provinces: Ba Ria - Vung Tau, Dong Nai, Ho Chi Minh city, Binh Duong and Long An. The section passing through Binh Duong is 47.5 kilometers long, with an 8-kilometer stretch passing through the My Phuoc III and My Phuoc IV Industrial Zones already completed and operational. Pham Ngoc Thuan, CEO of Becamex IDC stated that in preparation to continue attracting foreign investment, many businesses in industrial zones built by the corporation have expanded their factories and warehouses. Becamex IDC and its partners have fully developed infrastructure facilities in the My Phuoc I, II, III, and Thoi Hoa industrial zones. They are also upgrading and completing key transport routes such as National Highway 13, My Phuoc - Tan Van and DT743, enhancing both internal connectivity and external links with other provinces and cities in the Southern Key Economic Zone.

Recently, Binh Duong province has approved two areas covering a total of over 100 hectares in Tan Uyen city and Ben Cat city. These areas are planned to meet the province's growth needs and enhance the local trade capacity. Additionally, provincial People's Council has passed a resolution defining criteria for selecting investors for land-use projects to ensure that they are in line  with provincial planning for the 2021-2030 period, with a vision to 2050. The designated areas will be developed for education and logistics, forming part of a broader strategy to optimize land resources and attract high-quality investment. When being implemented effectively, these projects are expected to transform the landscape of Binh Duong, promoting urban and economic development in the region.

Nguyen Van Loc, member of provincial Party Standing Committee and Chairman of provincial People's Council stated that the resolution has helped Binh Duong establish a strong legal framework, facilitating the swift and effective implementation of development projects. Investors must meet criteria regarding financial capacity, technical expertise and a commitment to sustainable development, ensuring alignment with approved urban plans and land-use regulations.

Highlight of general port

In Ben Cat city’s An Tay ward, 100 hectares have been approved for the development of An Tay general port. This project is expected to create a major transportation, logistics, and commercial hub, serving as a central link between Binh Duong and the Southern Key Economic Zone. In addition to supporting trade and services, An Tay general port will also feature entertainment areas, contributing to creating a highlight to the region.

ITC - Rach Bap Inland Port Project

Nguyen Trong An, Vice Secretary of Ben Cat city’s Party Committee and Chairman of the city’s People's Committee stated that once An Tay  general port becomes operational, Ben Cat will become an attractive destination for businesses in the transportation, logistics and trade sectors. This will bring the city closer to its goal of becoming a strategic trade hub in the Southeastern region. The port will also provide a solid foundation for Binh Duong to strengthen its connectivity and access to international markets, laying the premise for the local sustainable development and comprehensive integration.

Mr. An recently shared that the city has been in discussions with International Transport and Trade Joint Stock Company regarding the implementation of the ITC - Rach Bap Inland Port project. The development of this inland port will help reduce logistics costs for businesses, attract imports and exports from companies in Binh Phuoc and Tay Ninh provinces through the port, thereby enhancing regional and national competitiveness. It will also reduce the volume of goods transported by road, alleviate congestion on the road transport system, decrease traffic accidents and minimize environmental impacts. Additionally, the port will shorten the time required for businesses to complete customs procedures for imports and exports.

The ITC - Rach Bap Inland Port project has total investment of over VND 1.3 trillion. During its construction and operational phases, the project is expected to create numerous job opportunities for local residents, contributing to the local social stability and economic development.
