In its development strategy for the 2020–2025 period, Binh Duong province has identified four breakthrough programs, including one focused on developing and enhancing the quality of its human resources at the requirements of building up a smart, civilized and modern city. Accordingly, developing high-quality human resources is not only associated with modern services, but also must meet the requirements of a comprehensive digital transformation process.
Building up a solid foundation
Building a digital workforce is considered as a key priority to enable Binh Duong to manage and develop high-tech projects and keep pace with the trends of Industry 4.0. According to Associate Professor Dr. Nguyen Quoc Dung, Director of the Regional Political Academy II, Binh Duong is one of the country’s leading localities in "rolling out the red carpet" to attract intellectuals and experts. Currently, two-thirds of the province’s experts and scientists are immigrants, indicating the effectiveness of the local talent attraction policies. Notably, the rate of experts choosing to stay long with the province is very high, proving the sustainability of the human resources development strategy that Binh Duong has been implementing.

Human resources have become one of the key factors in building the Binh Duong Innovation Region. The local education and training activities have seen many innovations, with the “triple helix” model (State - School - Business) playing an essential role. Province-based universities have actively integrated education with scientific research and practical experience. Many have established startup incubators, innovation centers and modern laboratories where students can engage in research and startup projects while still being in school. Eastern International University (EIU) is an outstanding example, with partnership programs involving Becamex IDC, Vietnam-Singapore Industrial Park Joint Venture Co., Ltd., and international corporations like Bonfiglioli, Omron, and Ecco. In addition, Binh Duong has promoted international cooperation to expand learning and research opportunities for students and lecturers. These programs provide access to smart urban management models from advanced countries, offering valuable experience for both students and lecturers.
The collaboration between educational institutions and enterprises has enhanced students' practical skills, ensuring that training programs align with labor market needs. These initiatives have not only improved training quality, but also created a dynamic startup ecosystem, significantly contributing to Binh Duong’s smart city development. With these strategic ways in human resource development, Binh Duong is step by step building up a solid foundation for developing a high-quality workforce, boosting productivity and enhancing enterprises’ operational efficiency while meeting the demands of industrialization and modernization.
Attracting talents
Binh Duong aims at becoming a leading regional hub for industry and innovation. To achieve this, the province is actively implementing key projects such as eco-industrial parks and research and development (R&D) centers to enhance technological capacity and create a supportive environment for startup and innovation projects. These projects are designed as a bridge between businesses and educational institutions, promoting collaboration in research and the application of new technologies while contributing to the sustainable development of the region.

In addition, Binh Duong is intensifying its talent attraction program across key sectors, including industry, technology, education and healthcare. The province is implementing special incentive policies to encourage experts with high academic qualifications at home and abroad to work locally. These priorities not only help the province add highly qualified human resources, but also create motivation for the local sustainable development. Through incentive policies, Binh Duong expects to attract many leading experts, contributing to transfering technologies, training the next generation and developing innovation projects.
In addition, Binh Duong will further innovate its training programs and teaching methods, focusing on high-tech fields such as artificial intelligence (AI), big data and the Internet of Things (IoT). Educational institutions will enhance project-based and experiential learning methods, helping students not only master knowledge, but also develop problem-solving skills and the ability to apply these skills in real work.
With a clear strategy and strong commitment, Binh Duong is creating a modern, friendly and sustainable environment for living and working. These efforts will help the province solidify its position on the global knowledge economy map, becoming an ideal destination for investors and talents. This also serves as a vital driver for Binh Duong's sustainable development, aiming at becoming a smart city in the new phase.
