The country's foreign exchange ordinance will be revised in order to reduce the use of foreign currency in Viet Nam, legislators decided yesterday during the 8th session of the National Assembly's Standing Committee.

NA Chairman Nguyen Sinh Hung asked the State Bank to work with the NA's Economic Committee to improve the ordinance before submitting a final draft to the NA in May.

The committee also discussed budget allocations for two national target programmes, one on climate change adaptation and one addressing environmental pollution.

According to the Government's statement, the total State Budget will allocate VND248.3 billion (USD11.8 million) to the climate change programme and VND131 billion (USD6.24 million) to the pollution programme.

Chairman of the NA's Finance and State Budget Phung Quoc Hien backed a Government-proposed VND33 billion (USD1.57 million) project to treat waste water discharged from type 2 urban areas in the three basin areas of Nhue-Day, the Cau River in the north and the Dong Nai River in the south. The Government plans to allocate VND15 billion (USD714,000) each to the provinces of Thai Nguyen and Dong Nai and give the remaining VND3 billion (USD143,000) to the steering management board.

Hien said that with pollution increasing in all three river basins, urban waste water should be treated before being discharged, and there should be bans on discharging waste water from industrial areas or craft villages into these rivers.

Many deputies agreed that in funding pilot projects, the Government should focus on the twin goals of raising environmental awareness and preventing pollution.

The committee asked the Government to review the proposed projects and to allocate capital for both urgent projects approved by the Prime Minister and pilot models that could expand beyond one community if successful./.
