On November 26, Prime Minister Pham Minh Chinh, Chairman of the Coordinating Council for the Southeastern Region chaired the 2nd conference of the Coordinating Council for the Southeastern Region with the theme of "The Master Plan of the region for the 2021-2030 period, with a vision to 2050” in Ho Chi Minh city. The event was attended by leaders of ministries, central sectors, leaders of provinces and cities in the Southeastern region. For Binh Duong province, there were Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation.

Speaking at the conference, Prime Minister Pham Minh Chinh affirmed that the implementation and perfection of the master plan for the Southeastern region in the period has many advantages to concretize the vision, viewpoints and goals set out in the regional development resolution and national planning for the region, concretizing the spatial arrangement for the development of national industries in the area, implementing research on important connection projects between provinces within regional, inter-regional and inter-sectoral areas. The Prime Minister noted that plans need to maximize human potential, cultural and historical traditions, take people as the center, subjects, goals, resources and development motivation while exploiting natural conditions. Along with that, it is necessary to focus on developing emerging industries and fields such as digital economy, green economy, circular economy, sharing economy in line with the conditions and circumstances of our country and the region.
Speaking at the conference, Mr. Loi proposed the Prime Minister and the Regional Coordinating Council to consider and update a number of contents on economic corridors, industrial belts, urban areas, services associated with traffic belt and space for development of culture, sports, health, education, science and technology as suggested above in regional planning; research plans to establish an Infrastructure Development Fund under the management of the Government, assigned to the Ministry of Finance to manage with the participation of regional members. On the basis of capital from the Government and localities in the region, the Prime Minister and the Regional Coordinating Council should mobilize other legal capital sources to invest in regional linkage projects, especially highway and railway infrastructure ones.
The Government needs to consider supporting central State budget capital to implement the belt road 4 project in the period of 2021-2025 and the period of 2026-2030. Particularly, the central State budget supports 50% of the total project investment for Ho Chi Minh city, Binh Duong, Dong Nai, Ba Ria - Vung Tau provinces and 90% of the total project investment for Long An province.
