To ensure that people receive healthcare from the grassroots healthcare system, in recent years, the provincial healthcare sector has focused on developing a comprehensive healthcare network at both levels. This attention has led to innovative changes, meeting the initial healthcare needs of the people, ensuring that everyone receives basic healthcare at the lowest cost.

Over the years, Binh Duong has always focused on developing the network of grassroots healthcare facilities at district, town, city levels, and in communes, wards, and townships. Mr. Huynh Van Con in Tan Dong Hiep ward, Di An city, regularly visits the ward health station for check-ups and treatment of common illnesses such as headaches, stomachaches, high blood pressure, and joint diseases. Not only does he often come here for examination and treatment, but he also encourages relatives and grandchildren in the family to come here for check-ups for some common illnesses. Mr. Huynh Van Con said: "Before, I used to go to the clinic to get examined, get medicine, which was both far and inconvenient. Recently, the ward health station has been invested in magnificently, clean and beautiful, with doctors on duty regularly, so I moved to the station to treat some common illnesses. The health workers here are very welcoming, helpful, so I feel very confident."
According to the healthcare officials of Dĩ An City, to improve the quality of medical examination, treatment, and primary healthcare for the people, every year, the City Health Center advises and directs the city's People's Committee to effectively implement healthcare tasks. A typical example is integrating healthcare into the economic and social development targets of the locality. Every month, the center maintains regular communication with the heads of the district health stations and specialized officials to grasp the situation and urge the effective implementation of assigned tasks. Every year, the center alternates sending grassroots healthcare officials to participate in specialized training classes, professional skills, and officials with enhanced qualifications in wards. Doctor Huynh Thi Nguyet Phuong, Director of the Health Center of Thuận An City, said: "With the motto of putting sincerity first, our entire team of doctors and staff always strives to provide the best services, meeting the needs of each patient".
Healthcare at the grassroots level not only develops strongly in Di An city but also deeply in Thuan An City. The Healthcare Center of Thuận An City is a recognized second-class hospital with 320 beds, 16 specialized departments, and 5 functional rooms. Annually, the unit provides medical examination and treatment for over 400,000 outpatients and more than 20,000 inpatients. The number of patients coming for examination and treatment at the hospital is increasing day by day. By 2030, it is expected that the number of outpatients will be 800,000 and the number of inpatients will be 30,000 people. Therefore, the construction of Thuận An City General Hospital to become a first-class hospital with a scale of 500 beds and over 33 departments and rooms is very important, helping the city improve quality and meet the healthcare needs of the people in the area.
Steps of reforms established
To improve the quality of the grassroots healthcare network, serving the healthcare needs of the people in the area, in recent years, the Department of Health has actively reviewed, researched, and advised the Provincial People's Council and People's Committee to issue many directives to consolidate and develop the grassroots healthcare network, with a focus on improving infrastructure. The infrastructure and equipment of each medical station are gradually invested in, creating favorable conditions for units to effectively implement professional activities. Developing human resources for grassroots healthcare is also a concern of the province and localities. In particular, the entire sector is promoting the direction of the line and implementing Project 1816 of "Rotate specialized staff from upper-tier hospitals to support lower-tier hospitals" ensures that 100% of medical stations have doctors to enhance the quality of examination and treatment.
According to statistics, the entire province currently has 91 commune health stations, ward health centers, town health centers, 17 regional polyclinics, and 9 district, town, and city health centers. Promote the implementation of digital transformation, the healthcare sector ensures the information technology infrastructure in deploying personal health records and computerization tasks in examination, treatment, and preventive medicine.
Especially in recent times, localities have focused on investing in infrastructure, implementing the construction of a portfolio to receive investment support from the Central Government in the economic and social recovery and development program, with a total investment of 35 billion VND. The main categories include: Building a new Tan Thanh Health Station, Hoa Loi (Ben Cat Town) and upgrading, renovating some clinical departments of the Thuan An City Health Center. Meanwhile, Phu Giao district is also carrying out land clearance to implement the project of upgrading the district Health Center to 120 beds.
