Over half of public services to be provided on National Public Service Portal

The Prime Minister on March 22 issued a decision approving a list of 55 online public services that need to be provided on the National Public Service Portal in 2021.

Under Decision 406/QD-TTg, these public services include issuance, re-issuance and renewal of identity cards; identification of identity card numbers after citizens are granted new-form identity cards; registration of permanent residence and temporary residence; declaration of temporary absence; notice of residence; birth registration and residence registration, grant of health insurance cards for children aged under six years; and grant of ordinary passports.

The list also includes 44 services belonging to the group of essential online public services such as renewal of temporary residence, issuance of visas for foreigners to enter Vietnam; grant of construction permits for detached houses; provision of information on construction planning; registration for national high school graduation exams and application for university and college entrance exams; registration and grant of motorcycle number plates; renewal of driver licenses granted by the agencies in charge of transportation; payment of tuition fees; and payment of hospital fees, among others.

In addition to the online public services listed above, the Prime Minister also requests ministers, heads of ministerial-level agencies, General Director of the Vietnam Social Security and chairpersons of provincial-level People’s Committees to approve the list, roadmap and responsibilities of affiliated agencies and units in integrating and providing online public services and online payment under their management on the National Public Service Portal in 2021, ensuring the minimum rate set in Government Resolution 01 dated January 1, 2021, on major tasks and solutions to implement the 2021 socio-economic development plan and state budget estimates.

Meanwhile, the Government Office has to coordinate with ministries, agencies and provincial-level People’s Committees in studying user experience by developing the National Public Service Portal’s mobile application, enabling people to use the only designated application to connect to and perform online public services and online payment services of ministries, agencies and localities; providing libraries for integration of other applications of ministries, sectors and localities and creating more utilities for people and enterprises.

It is also tasked to implement on a pilot basis other advanced authentication solutions such as integrating digital signature authentication into the mobile device application to provide online public services on the National Public Service Portal.
