Despite achievements of Labor Union in developing new Party members in enterprises, the relatively important tasks should be in a cooperative sphere.
Preliminary results
Currently Labor Union of Binh Duong industrial parks are leading activities of 285 Labor Union organizations of non-state enterprises consisting of 79,000 members out of totally 140,000 laborers. By May 2009, Party members in those non-state enterprises will join up with Labor Union Party Committee controlled by Party Committee for block of enterprises. The one-year-old Labor Union Party Committee for industrial parks has introduced 196 excellent members to Party awareness courses, 11 of which were newly admitted to the Party. Currently 21 Party members are working in this Party Committee which leads 8 other grassroots with 120 Party members.
In enterprises, workers have very little time to participate in activities. Therefore, managing boards should understand and offer more favorable conditions.
In the 5th Congress of Party Committee for Block of Enterprises, Mr. Bui Thanh Nhan, who is Chairman of Labor Union of Binh Duong industrial parks, evaluated that newly admitted Party members were excellent and exemplary individuals in following and observing policies of the Party and laws of the State. Those elites promote enterprises to develop Party membership.
Cooperation to remove obstacles
Although it is favorable for Labor Union organizations to achieved focal tasks of Party membership development, obstacles are still ahead. In his evaluation, Nhan said that non-state enterprises shuffle locations of their laborers all the time. Therefore, development of Party membership was influenced by the fact that laborers are mostly from outside the province. Thus, profile investigation as well as public assessment before admission is very difficult. And, due to the changes, Labor Union organizations failed to program for better activities. On the other hand, managing boards of enterprises are not aware of or does not care about Party membership development; therefore, they do not offer favorable conditions for the development. This will eventually cause troubles for policy education courses. In addition, the contents of those courses are composed without closer look into labor characteristics in non-state and FDI enterprises. In the meantime, the specialized leading force only consists of 7 staffs who lead the Labor Union for industrial parks while funds paid for their activities are limited
Nhan said that detailed plans should be worked out to implement Resolution No. 20 of Central Party Committee to build up working class in modernization and industrialization stage with more concerns to living standards of workers in industrial parks.
As for enterprises, specific schedules should be established to organize education of the resolution to workers with deeper and wider campaign of studying and following Ho Chi Minh moral example. Lessons should be composed with regards to the policies and working conditions of the workers. Annually, there should be direct meeting with Party leaders of all level to know more about wishes of the workers during development and construction of Party Committee organizations within enterprises.
