The issuance of Resolution No. 14/2024/NQ-HDND by Binh Duong Provincial People's Council regulating the support mechanism for the implementation of social housing construction investment projects in Binh Duong province (referred to as Resolution No. 14/2024/NQ-HDND) aims to accelerate the progress of implementation as well as attract social housing construction investment projects in the province; strive to achieve the target of developing social housing in the province by 2030 according to the approved housing development program.
Support multiple categories
According to Resolution No. 14/2024/NQ-HDND, the province supports 50% of the cost of building technical infrastructure systems within the scope of social housing projects, including projects and works of traffic, communications, energy supply, public lighting, water supply, wastewater and solid waste collection and treatment, and other works (except technical infrastructure systems inside the projects) lowbut not exceeding 5 billion VND/project. In particular, Resolution No. 14/2024/NQ-HDND clearly states: 100% exemption from construction license fee collection according to the resolution of the Provincial People's Council on the collection, payment and management of construction license fee collection in the province; 100% exemption from environmental impact assessment report’s appraisal fee according to the resolution of the Provincial People's Council regulating the collection, payment and management of appraisal fees of environmental impact assessment report and environmental improvement and restoration plan in the province; 100% exemption from environmental license appraisal fee under the environmental licensing authority of the Provincial and District People's Committees.

Regarding administrative procedure support, the Provincial People's Committee directed specialized agencies at the province-level and district-level People's Committees to review and simplify internal procedures and eliminate unnecessary procedures for social housing projects; establish a specialized or semi-specialized department to manage social housing to support investors when carrying out administrative procedures related to social housing investment and construction projects in the province.
Mr. Vo Hoang Ngan, Director of the Provincial Department of Construction, said that previously, the 2014 Housing Law had regulations on incentive policies for investors in building social housing (support for investment in technical infrastructure), but there were no specific regulations on authority and forms of support, thus no social housing projects had received support. Currently, the Housing Law 2023 specifically stipulates at Point G, Clause 2, Article 85: Provincial People's Councils, based on local conditions, issued support mechanisms for implementing social housing construction investment projects within their localities in accordance with their authority and other relevant legal provisions. “Resolution No. 14/2024/NQ-HDND is extremely important in developing social housing in the province, contributing significantly to the province's completion of the target of building about 160,325 social housing units according to the Project on developing social housing and workers' housing for the period 2021-2025, with a vision to 2030 of the province,” said Mr. Vo Hoang Ngan.
Encourage business investment
In recent years, to develop social housing for low-income people, Binh Duong has mobilized resources to solve housing problems, especially social housing, ensuring stable and sustainable development of the province. Among the resources, enterprises play a very important role in solving housing problems for workers.
Mr. Vo Hoang Ngan, Director of the Provincial Department of Construction: Currently, most social housing development projects in the province have investment capital from enterprises, not using the State budget. Therefore, it is necessary to have local support for construction investment costs; exemption of costs for preparing documents related to construction investment; support for related administrative procedures. Resolution No. 14/2024/NQ-HDND has addressed these issues. That is the motivation and practical policy to help investors reduce construction costs, shorten investment time and recover capital soon, actively invest in social housing construction in the province. |
According to Mr. Vo Hoang Ngan, Binh Duong always focuses on social housing development programs together with socialization; encourages economic sectors to participate in construction investment, creates favorable conditions for enterprises to invest in social housing construction, contributing to meeting the housing needs of policy beneficiaries, workers and low-income laborers. Along with the Party's guidelines and policies and the State's laws, Resolution No. 14/2024/NQ-HDND has basically removed many bottlenecks, shortened related processes and procedures, opened up financial mechanisms, encouraged businesses to participate in social housing construction, and attracted projects in the coming time.
Mr. Luu Dinh Thong, Director of Project Management Board No. 8, HUD Housing and Urban Development Corporation, said that Resolution No. 14/2024/NQ-HDND has very useful support mechanisms for businesses investing in social housing construction. However, for social housing projects that have completed investment procedures and are under construction, instructions from the Provincial People's Committee are needed during the implementation process because the above resolution does not mention transitional content. Additionally, procedures supporting home purchases for social housing beneficiaries require specific guidance on the relevant agencies and departments to confirm income and housing status, issue necessary forms, and expedite dossier processing.
Mr. Nguyen Chinh Hai, Director of Ha An Construction Trading Company Limited, said: "We are exploring social housing construction policies to invest in projects in Binh Duong province. Under the current circumstances, the province's adoption of Resolution No. 14/2024/NQ-HDND will provide favorable conditions and encourage businesses to invest in the development of social housing."
