Necessary guidance documents have been finalised and published, said Pham Minh Tuyen, a member of the National Assembly (NA) Standing Committee and General Secretary of the NA Election Committee in a recent interview granted to a Voice of Vietnam Radio (VOV) reporter.

 Along with the 11th National Party Congress, the election of the 13th National Assembly and the People’s Councils at all levels for the 2011-2016 term scheduled for May will be an important political event in 2011. The involvement of all sectors and people in preparations for the election will be a major factor in deciding the success of the congress.

By February 16, provinces, cities, districts and communes throughout the country established their election committees.

Reporter: Could you please tell us about the preparations for the election of the 13th National Assembly and the People’s Councils at all levels for the 2011-2016 term?

Mr Tuyen: Last March, the Politburo asked the NA to build a master plan on the election. By February 16, all localities had finalised the establishment of their election committees.

Reporter: At the national congress on the implementation of the election activities, NA Chairman Nguyen Phu Trong underlined the importance of the consultation and organisation so that deputies can communicate with voters. What is your assessment of these activities?

Mr Tuyen: The consultation for nominating members as deputies to the NA and the People’s Council was clarified a few years ago. First, it is essential to respect self-election right of each citizen. Second, this right is practiced through the recommendation, comment and assessment from voters at the place of residence.

Self-nominated candidates to the NA or the People’s Council will have to deliver a speech on what they will do and their responsibility after being elected as deputy to the NA or the People’s Council so that voters can later verify what the deputies kept their promises.

Reporter: From the experiences from the previous elections as well as seeing the new points of this election. In your opinion, what is a decisive factor for the success of the election?

Mr Tuyen:  There are two major factors. First, the Party organisations and social and political organisations must all take part in the election, as the Party General Secretary said “This is a key task”. Second, all voters need to realise their responsibility and consider it in their interest and obligation to select the most qualified candidates to the NA and People’s Council.

If the two factors are present along with the effective leadership and guidance of political agencies, this will make the election a great success.
