According to Mr. Nguyen Tran Hieu, Director of the Customs Department of Binh Duong, although the number of staff in the Customs Department of Binh Duong is currently small and tends to decrease, the unit still tries to arrange and allocate available resources reasonably in all subordinate units to ensure smooth and efficient consultation and resolution of procedures for businesses.
Recently, immediately after the Ministry of Finance issued a decision recognizing the customs clearance location at Thanh Phuoc Port, the Customs Sub-Department of the General Port Customs Department in Binh Duong (under the Binh Duong Customs Department) has arranged resources to handle customs procedures for import and export goods at Thanh Phuoc Port.
Previously, the Binh Duong Customs Department also coordinated with Thanh Phuoc Port Joint Stock Company to organize a conference with the participation of over 134 businesses, procedure agents, shipping agents, bonded warehouse owners, CFS warehouses... to introduce and provide additional information on inland waterway transportation methods, helping businesses have more options to reduce transportation costs, shorten the time of goods delivery and contribute to overcoming difficulties in the current context.
Mr. Geoff Hawkes, Chairman and CEO of Rochdale Spears Limited, said that before having a customs clearance location at the port, businesses used to spend a lot of time and money. Therefore, when the customs clearance location at Thanh Phuoc Port became operational, it was a significant leap forward in simplifying the import-export process for the company as well as other businesses in the area.
The elevation of competitiveness
To fully exploit the potential and strengths of the logistics industry, Binh Duong is making efforts to implement various solutions. Specifically, the province is focusing on investing in key transportation routes, upgrading inland ports, railways, warehouse systems, and yards. All of these are being planned and developed in a rational manner, with the ability to connect with seaports, river ports, train stations, and international airports in the region to ensure smooth and efficient movement of goods and logistics activities, reducing costs for enterprises.
Thanks to the improving investment environment, Binh Duong has attracted many domestic and foreign businesses interested in investment. As a result, the number of businesses participating in import-export activities in the province has developed rapidly in terms of both quantity and scale, especially the FDI business group. To help businesses understand the regulations related to the customs field, Customs Department of Binh Duong province also regularly organizes dialogues, meetings, contacts, and works with businesses to listen, understand, share difficulties, and obstacles. The customs sector is committed to creating the best conditions for businesses when carrying out procedures in the area.
The Binh Duong Customs Department has recently collaborated with the Korean Investment Business Association and the Japanese Business Association in Binh Duong to organize a dialogue conference with businesses in 2024. Through customs-business dialogue conferences, the Binh Duong Customs Department continues to promote the motto "Customs always stands side by side with the business community." Accordingly, developing the relationship between businesses and stakeholders involves several key activities including information, communication, and support for businesses to facilitate trade and enhance compliance with the law; strengthening consultation and dialogue etc. to enhance transparency, reduce time, and minimize unofficial costs for businesses.
Currently, Binh Duong Customs Department is processing procedures for about 4,000 (regular) businesses in 30 industrial zones and 12 industrial clusters in the province. As of May 31, 2024, the import-export turnover of businesses in the province reached 23.7 billion USD, an increase of 6.76% compared to the same period. In which, the import turnover reached 9.5 billion USD (accounting for 40.08%), an increase of 5.55% compared to the same period; the export turnover reached 14.2 billion USD (accounting for 59.92%), an increase of 7.58% compared to the same period. The main export items of Binh Duong province are wood and wood products, textiles and garments, leather shoes, electronics, plastic beads, machinery and spare parts.
Mr. Nguyen Tran Hieu, Director of the Customs Department of Binh Duong, said that with high determination, the Customs Department of Binh Duong continues to coordinate with departments, agencies, industry associations, and the business community to effectively enhance the capacity of goods transportation at customs clearance locations in order to serve timely, efficiently, and cost-effectively. In which, the units promptly implement innovative and flexible solutions in accompanying activities, supporting businesses, contributing to creating a smooth, convenient, and safe import-export environment. At the same time, Binh Duong Customs Department maximally supports businesses to create the most favorable conditions for customs clearance, with the goal of striving to achieve the highest targets for state budget revenue, contributing to the stability and development of the local economy and society.
The diversification of import and export methods, creating maximum convenience for businesses through railways, airways, and waterways in Binh Duong recently has contributed to solving the problem of overloaded road transportation, speeding up traffic flow, thereby promoting the production of goods of businesses in the province, increasing the import and export turnover of goods, creating conditions for the formation of the province's logistics center and the entire region. At the same time, this leads to an increase in the supply of accompanying services, creating jobs for workers, ensuring security and social order in the area, increasing budget revenue, promoting economic growth, and contributing to the achievement of the province's economic restructuring goals. |
