New orientations for science and technology development

Party General Secretary Nguyen Phu Trong has signed Resolution 20-NQ/TW which figures out key orientations, targets, tasks and solutions for science and technology development until 2020, vision to 2030.

 

The 6th plenary meeting of the 11th Party Central Committee from October 1-15, 2012.

 Under the Resolution, science and technology development is confirmed to be the top national policy and one of the most important driving forces for socio-economic development and national protection.

 As science and technology development needs prioritized investment, the State shall vigorously and comprehensively renovate investment models, financial mechanisms to facilitate it.

 Investments in science and technology would help promote sustainable development and strengthen the country’s strength, the Resolution says.

 The State will also prioritize and steer resources on scientific and technological development and proactively engage in international integration to lure Vietnamese experts residing overseas and foreign resources for scientific and technological projects in Viet Nam.

 The overall objective of scientific and technological development is to build a knowledge economy; improve productivity, quality, effectiveness and competitiveness of the economy; protect the environment; ensure national defesen and security; and turn Viet Nam into a basically modern-oriented industrial country by 2020.

 By 2020, Viet Nam expects that science and technology would contribute around 35% to economic growth and the value of high-tech products would equal to 40% of the country’s total industrial output.

 In a bid to realize the Resolution, the State shall adjust budget allocation to scientific activities in order to overcome scattered and ineffective investment in this field. Total social capital for science and technology development will be increased to 1.5% GDP by 2015 and over 2% GDP by 2020 and 3% GDP by 2030.

Viet Nam will also enhance international cooperation with foreign research centers and formulate a number of modern science and technology centers.
