Weapons, explosives and supporting tools are special means that significantly impact national security protection and maintenance of social order and safety, contributing to the cause of national construction and development.
On September 26, 2024, the National Assembly passed the Law on the Management and Use of Weapons, Explosives and Supporting Tools. This law aims at providing a legal basis for State management and crime prevention involving weapons, explosives and supporting tools. The revised law consists of 8 chapters and 75 articles.
Following this, on August 19, 2024, the Prime Minister issued Decision 871/QĐ-TTg on the Plan for implementing the Law on the Management and Use of Weapons, Explosives and Supporting Tools 2024.
According to the Plan, the Government assigned ministries, sectors to oversee specific tasks, with the Ministry of Industry and Trade leading. This ministry is responsible for coordinating with relevant ministries, sectors and agencies to organize training on the management and use of industrial explosives and precursor chemicals for organizations, businesses involved in the production, trading and use of these materials under the Ministry's jurisdiction. The implementation will occur in 2025 and in the next years.
At the local level, the People's Committees of provinces and centrally-run cities are tasked with organizing training and skill enhancement in the management and use of weapons, explosives and supporting tools within their departments and localities, starting in 2025 and continuing in the following years.
Regarding the dissemination of the law on managing and using weapons, explosives, and supporting tools, the plan outlined in Decision 871/QĐ-TTg for 2025 and beyond includes the following contents:
Preparing documents for the dissemination of the law and its detailed documents for implementation.
Organizing extensive dissemination and communication of the Law and its detailed regulations for implementation, using appropriate contents and forms for each targeted group, in order to raise awareness and understanding among officials and people, especially for those directly involved in the management and use of weapons, explosives, and supporting tools.

In terms of management, sectors will regularly review legal documents and submit reports by October 1, 2024, to the Ministry of Public Security, highlighting challenges and obstacles. Furthermore, the Ministry of Industry and Trade is tasked with drafting legal documents specifying certain provisions of the law and issuing ministerial circulars on the management and use of industrial explosives and precursor chemicals within its jurisdiction. It will also oversee the enforcement of the law and its regulations.
