During his inspection tour on key infrastructure projects on the morning of December 4, Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee and Head of provincial National Assembly deputy delegation, urged localities, relevant units, contractors and construction units to make even greater efforts. He emphasized the need to accelerate work, including working through the night and during the holidays, in order to expedite the completion of these projects. At the same time, he called for effective public communication and the full implementation of policies to ensure the rights and benefits of the people affected by the projects.
"No further delay"
In a report to provincial Party Secretary Committee Nguyen Van Loi and provincial delegation about the progress of compensation and land clearance for the project of upgrading and expanding National Highway 13 through Thuan An city, Nguyen Thanh Tam, Chairman of Thuan An city’s People's Committee stated that the total length of the project in Thuan An is approximately 12.7 km, affecting 488 households, individuals and 53 organizations within the clearance area. The city has approved compensation and support funds for 486 households, individuals and 52 organizations, totaling VND 2,750.768 billion or 99% of the set target. The remaining 2 households, individuals and 1 organization are currently having their legal documentation reviewed by relevant authorities to finalize the paperwork for submission to the city’s Division of Natural Resources and Environment for appraisal and approval of the compensation funds. According to Mr. Tam, compensation and support payments are being actively carried out; 465 households, individuals and 31 organizations have received a total of VND 2,562.141 billion or 94% of the total approved amount. The remaining 21 households, individuals and 21 organizations, with a total of VND 188.627 billion, are still being encouraged by relevant authorities to complete the payment process.

So far, the city’s Land Development Center has handed over the land for 407 households, individuals and 36 organizations (82% of the total households, individuals and organizations approved for compensation and support). Of these, 9 organizations have not yet received compensation, but have already handed over the land. For the remaining 79 households, individuals and 16 organizations, there have been 58 households, individuals and 4 organizations with payment; 21 households, individual and 12 organizations not yet receiving payment. Currently, about 25 households, individuals and 5 organizations are repairing houses and construction works, and it is expected that they will hand over the land by December 2024.
Although speaking highly of the efforts by Thuan An city and relevant sectors in the compensation and land clearance for the project of upgrading and expanding National Highway 13, provincial Party Committee Secretary Nguyen Van Loi emphasized the need to accelerate the land clearance progress. He instructed the city and related units to act more urgently and drastically to speed up the process of the project and complete it before April 30, 2025.
"The city should further encourage the local people to agree to hand over the land for the project, for common benefits. I request that the construction units begin work as soon as the city hands over the land, without any delay. The electricity sector must cooperate with relevant units to facilitate the prompt relocation of power lines, ensuring safety for people's daily activities and production", emphasized provincial Party Committee Secretary.
Focusing on public interests
Inspecting the progress of the Ho Chi Minh City belt road 3 project with the section passing through Binh Duong province, provincial Party Committee Secretary Nguyen Van Loi urged localities and relevant units to accelerate land clearance compensation efforts. He also emphasized the need for construction units to drastically work to ensure project deadlines. According to provincial Traffic Works Investment Project Management Board, the progress of construction packages is as follows: Tan Van interchange construction package with nearly 4% of construction volume implemented; Binh Chuan interchange construction package with 29% of construction volume completed; the package for the section from Binh Chuan to Saigon River reaching 16% of construction volume. Particularly, the Binh Goi Bridge construction package has the highest construction volume value with nearly 57% of the contract performance volume.
Provincial Party Committee Secretary Nguyen Van Loi emphasized that the Ho Chi Minh city betl road 3 is a national key traffic project that has received special attention from the Government and the Prime Minister. Therefore, localities and relevant units must focus all efforts on accelerating the project's progress. Construction units need to mobilize human resources, machinery and equipment to work day and night, increase overtime, and work through Tet to ensure that its progress is not delayed. Additionally, along with further promoting and encouraging the people to hand over land for the project, local authorities must also pay close attention to the rights and benefits of the people during the compensation, land clearance and resettlement process. This is to ensure a balance of interests for the development of the locality and the nation as a whole.
