September 28, the 5th session of the 8th Congress of Provincial People's Council has adopted six resolutions related to the development of the province, including notably resolutions on a number of rural development policy urban oriented agriculture, high-tech agriculture, ecological agriculture associated with the processing industry in the area, maintaining and developing supportive resolutions of provincial orchard specialties in the period of 2013-2016.More agricultural supportive policiesMr. Le Van Rum, director of the provincial Department of Agriculture and Rural Development, said: the province's traditional fruit distribution in 6 communes along the Saigon River of Thuan An Town included mangosteen, durian, and jackfruit. In Bach Dang Commune (along the Dong Nai River) the distribution was with pomelo, guava, and tea, etc.
Speciality of Bach Dang pamelo In these areas, the alluvial soil helps to yield all-year-round high quality fruits. Therefore, the general goal of supporting proposed by the resolution is to support organizations and individuals to keep and develop orchard in the direction of high-tech application to agricultural development in association with the processing industry, environment protection combined with eco-tourism. For the purposes of this resolution, in 2015, 660 hectares of fruit trees shall be planted at 4 communes of An Thanh, Binh Nham, Hung Dinh, and An Son (Thuan An Town) and 122 hectares of pomelo trees in Bach Dang Commune (Tan Uyen District). To achieve this goal, the resolution specifies the supporting levels of planting, caring, and basic construction. Accordingly, materials for construction shall be supported with 100% to 50% of cost.This resolution also provides the level of supporting crop loss.Agricultural land maintainedDirector of the Department of Natural Resources and Environment (DONRE), Mr. Pham Danh said: for the past time, planning of land use has played an important role in enhancing the effectiveness and efficiency of the State management of land, contributing positively to the promotion of potentials and allocation of efficient exploitation of land resources, aiming for the objectives of socio-economic development and requirements.However, the construction of residential facilities and allocation for industrial land are not reasonable balanced on scientific and practical basis. According to Mr. Pham Danh, the cause of these limitations stem from the indicative not scientific approach. Qualifications of local officials on the field are limited in terms of land management. Addressing the difficulties, the plenum of the 5th Session of the 8th Congress Provincial People's Council approved the resolution of land for the industrial parks covering 15,413 ha, which is higher than the Government's target allocation of 4,460 ha.And in the medical fieldHealth Department Director Luc Duy Lac said: most of the objectives and basic health indicators projected to 2010 have been met and exceeded. However, some targets have not been made such as patient beds and the proportion of medical doctors per 10,000 inhabitants.Many contents also emerged but were not mentioned in the planning period of 2006-2010 and orientation to 2020. As a results, delegates have agreed upon the amendments.At this session, the delegates unanimously adopted the resolution on the provisions of a number of health care services for health care facilities of the State. According to Mr. Luc Duy Lac, the rate of health care in medical treatment facilities were outdated and very low. Comparing to the current market price, such rate should not be enough to offset the spending. While the State budget extracted for each hospital bed was humble to pay part of the salaries for doctors and nurses let alone social insurance premium and the cost of electricity and water supply.
